How can I get power to my white meter heating?

Some 4-5 years ago I turned all of my white meter heating off as I was not in the house enough to warrant the hefty bills. Now it wont work. There, it would, seem no power going to the junction box (or what ever it is called), the Off Peak still works as it heats my hot water during the night, not sure if it is a faulty time switch, but cant see how, if my Off Peak water still heats, it can be.
None of the lights next to the heaters come on to say power on, yes I did sit up late at night watching for this to show.
Has anyone got any suggestions? Is it terminal?

are you DEFINITELY STILL ON a duel tariff supply
Can you CONFIRM that the time clock POINTER settings changes from (N) normal rate to(L) low rate setting on the time clock. The storage heater meter supply does not become LIVE till on the(L) low rate setting on the meter
check the STORAGE HEATER(s) supply fuse box is turned ON.
Check that the storage heater FUSES, in the fuse box. one for each heater have not BLOWN
if all of the above are ok its time to test with a DMM behind the face plate with the neon on it for 230/240 volts. If you don't feel able to do this, (not all people have the confidence to do it )its time to call the experts in
