assume this is from the ball valve in the cistern?

best to fit a quiet ball ball valve such as a Torbek. these are very quiet for all water pressures and come in side entry or bottom entry. read the directions carefully and put the correct restrictor in and you will have a very quiet time. Fluidmaster is another type of valve but generally only for bottom entry.

all these new water mains being put in are increasing the water pressure hence
