If it is stuck in, your motor may be siezed. If it is stuck out, it could have dirt or chips under the rope guide, but likely a broke return spring.

Is it stuck in, or stuck out? if its stuck out it is either the spring has broken, or the pulley has sezied on its post, either way it needs to come off for further investigation.
