After running out of oil, we have now been refilled but can't get boiler to restart, any ideas. Do we need to bleed it?

Yes unless you are confident get an engineer in to do (why not have the boiler serviced at the same time) do not tamper with anything on the oil burner unless you are sure you know what you are doing as you can do a lot of damage and create much expense
