you might just find the scart lead is a dud i had the same problem with a new tv changed to a gold scart lead and that fixed it

It might be what is sometimes called ghosting - a second weaker signal arriving a short time (very short time) after the first - producing a dual image on the screen. Sometimes caused by the aerial having moved and receiving a weak first signal and an even weaker second signal bouncing from a large object nearby.

Either that our your TV's badly broken inside.

Look to your roof first of all.
