charger blinks?

hitachi uc18yg 7.2v-18v battery charger blins when no battery is present i have to chargers one blinks one doesnt ,so which one works?

measure the output of each of the charger terminals with a DMM device or

1) pick a charger put a flat battery in leave a couple of hrs is the battery now charged.? try in drill yes/no
2) repeat test using the other charger , is it now charged try in drill ?yes/no
mark the charger that works,bin the other one unless u understand electronics
