Whistling noise from Speakers even with power off?

Aiwa XR-M98 I keep getting a whistling noise from the speakers even with no audio input and power off.Suspect bad Capacitors but i dont know for sure.

Not the earth on the speaker cables the earth on the power connection for the stereo.

There is no earth its A 2 core cable.

Try checking that the earth connection (green & yellow wire) in the plug is attached securely.
