My close coupled cistern drips into the toilet pan?

I have had a close coupled cistern for a few years now. The problem is that it now overflows when it refills and does not stop. It drips continously into the tolet pan. How can I fix this? Or do I need a plumber to do this?

Thank you, BB. It does not have a ball type old float, so I could not identify what the float was. All the bits seem to be plastic. It appears that the inlet is from below the cistern tank, this means I need to empty cistern to possibly reach the washer? AM I right? Can the washer be plastic?

Adjustment to the float to reduce water level.
OR
A new washer required on the inlet valve [means dismantle AFTER turning the water to it off] simple job on most or you'll have to have a plumber do it and most will just replace the valve.
