paper will not flush?

when flushing my toilet, paper does not flush. I have replaced the ball cock mechanism and the flush mechanism - it is using a lot of water to flush but does dot go completely round the rim - i cant find a blockage - help

if you use blue blocks,remove tank look in the hole & remove any blue which is clogging & replace tank job dune

sdme times times the holes around the rim get clogged
and need to be cleaned with a coat hanger. they act to
rotate the water and accenuate flushing.
