Problems with my Fisher and Paykel GW611 Washing machine?

My Fisher and Paykal GW611 top loader washing machine is having problems with the water flow. Some time the water flow is almost nothing and other time its a little better. I have replaced both inlet valves but it hasn't fixxed the proble. Some time at the start of the rinse or spin cycle it will stop and beep with the hot and cold lights flashing.

Can any one help?

Thanks Lincoln Appliance,

The valves are not getting the full 12 volts. I have tested every thing else as you have stated and it all the other stuff is working fine.
Is it hard to change the control board or will I need to get a tec into do it? I am able to do most things but haven't touched the control board yet

Take the hose off the inlet valve & put the end in to the sink. Turn tap on full & check that the water flow is strong. If water pressure from tap is good & you have installed new inlet valves & connected the wires up correctly then the only other thing it can be is a problem with the control module which supplies the power to the valve. If it does not give the full 12 volts it will not open fully. The only way to test & be sure is with a test meter. Then it would mean a new control board.
