I have no water symbol on my Vaillant Eco Plus boiler and when the hot water tap is turned on no water runs from it, I have cold water running from cold tap and central heating works fine
Turn the left grey handle on the bottom of the boiler on open and the other one on closed. Apparently if both are open you can overpressure the boiler.
