DIESEL engine not that it matter with this fault.

Problem: Turn on ignition no side lights, no wipers, no heater. Start engine still nothing drive off and within 100mt I have lights heater and wipers but no screenwash may be frozen up though.
As soon as I come to a stop with engine running or not the heater stops the wipers stop and although I must double check again but the lights don't work.
What could be the cause?.
It just decided to play up in the bad weather.
