have purchased an alba 32" digital tv for an elderly relative who cannot reach the on/off switch at the back of the tv, can he leave it on permanent standby

You can also get a remote control device that will switch off the mains I think argos do them artical no.982/3178

Yes - it will only use a few Watts of electricity and will be perfectly safe - and much safer than struggling to turn it fully off.
