My bedroom window whistles when closed when it is windy. The installer has filled one of the drainage holes but it still whistles. If he fills the other drainage hole where can the water drain from?

if it whistles its not sealed properly, check when you close it that the window pulls up against the seal all around. Dont fill drainage holes they are there for a reason.
Has the window got the spacers in on the bottom rail, so when you close it, its rides over the spacer for a solid seal??
