Get a good heating engineer to power flush them, You should pay £200 TOPS!!!!
Powerflush should not cost 4 to 600 pounds, you could replace the radiators for that price, you would be getting ripped off big time!!

drain the system, removve each rad, make sure your carpet and route to the outsided tap are well protected, turn rads upside down with the vent pins secure once you have removed them from the wall and blast mains water through till it runs clear, do this outside of course, shake the rad about blast till clear again, repeat on all the other effected radiators, reassemble refill the system with a system desludger, run it for two to four weeks, drain down flush through, add inhibitor, system perfect. only consider powerflush if you have micro bore pipe work in your system, ie smaller than 15mm, i charge 250 pounds for my method, powerflush is between 4 and 6 hundred.

your rads r not heating up from the bottom coz u have sludge in ur radiators, i recomend a power flush.

Take them off the wall and flush them sounds like they have sludge in them, if this is in all the rads them a system powerflush may be needed.
