Reformat error with HP 667C computer running Windows 98?

I have tried reformatting my hard drive: My Computer, Right click C:, format...and the computer wouldn't do it, it said that Windows is using one or more files. Does anyone know their way around this problem? The hard drive is 40 gig with a raw version of windows 98 on it.

You nead to have the FORMAT program on another devce,Eg Floppy disk/Cd .and boot from it.
Your Windows CD will have it on.
The computer neads to read from the CD before the hard drive,so you will nead to change a setting in Bios,so your computer reads the CD first.dont forget to change it back after formating etc.
