It could be a video driver isue.
Identify your video card maker.
Go to it's web site.
From the download section, get the latest Windows 10 drivers.
If there are no Windows 10 drivers, get those for Windows 8/8.1 or 7.
Be sure that you take the 32 bits ones if you have Windows 10 32 bits or the 64 bits if you have Windows 10 64 bits.
The 32 bits drivers DON'T WORK in a 64 bits environment.
