there has to be water level adjustment on the syphon unit somewhere. My syphon unit is like a squarish cup upside down rising up a ratchet type shaft as the water rises and when it gets to the sett levle turns off the water. The adjuster for that is long threaded rod which is turned clockwise down into the cistern until the correct level is achieved. Check around the area of the inlet valve see if you can see the plung arm that pushes against the valve washer assembly there may be a short threaded rod with lock nut on it. Release the lock nut turn the rod clockwise to close the gap between the arm and washer assembly until it's sett at a position it shuts off the water about 1 inch below the internal over flow.
