Why is the water level too low in the pan after flushing?

After flushing my ground floor toilet, the water level settles too low down. it settles at the bottom of the 'U'. My flushing mechanism is all ok and the waste goes down through the floor instead of going through the wall.
Any ideas?

Most cases its the depth of the 'trap' the bend in the pan, some shallower than other makes. As long as it seals off the smells don't worry. I have two toilets one is a deep trap the other is a shallow trap.
The wall fed are P traps the floor fed ar S traps.
