Why does cooling fan stay on ?

I have a 78 FIAT 124 Spider that cooling fan is on continuously unless i unplug it, even when cold. I have changed the relay and the thermal fan swith on the radiator. Before this, my problem was that the battery would drain overnight but the fan would not be turned on, I would hear a click from the fan itself when I would connect it. (the click noise went away and now I just leave it disconnected. Could the fan be bad? The switch and relay were probably not the problem, any suggestions welcomed.

unlikely the fan is faulty - there is no current feed at fan until temp sensor tells it the engine is hot so fan should not operate in cool condition if sensor is ok ---usual cause is temperature sensor - if you have basic skill remove sensor and test with continuity tester etc in a container of boiling water - switch should open ( complete circuit before 90 c )and close ( break circuit ) below about 80c
While you wait to change sensor wire fan through an on / off switch and manually switch on if temp gets high -
