Repairing oil filled radiator?

I have a Delonghi oil filled radiator serial no. 9 3707 s01 it is an IP20. It is not working. I have recently changed a fuse in the plug and it worked again thereafter but is now not working again. Could you please advise me as to how I can get it repaired.
