I take it when you flush the toilet the bowl fills and drains off slow.
Raise up the lid/cover on the manhole the waste feeds into and see if that manhole is full if it is the blockage is in outflow to the next manhole or main sewer so drain rods are required which must only be turned CLOCKWISE in the pipe work. You either hire or buy plus a roll of Duck Tape.
Tape the tool head joint wraping upto the end or the furrel on the rod. Carry out the same for each rod added,taping each joint from furrel to furrel to completely cover the joints leave tail end of the tape to ease un-wrapping when finished.
Why tape the joint? because if you forget the clockwise rule and turn the rods anti-clockwise they unscrew and you would have lost either the rod tool or tool and rods up the pipework which would have to be recovered digging out the piipe and breaking into the pipework.
IF the manhole is empty then it's between toilet and manhole so either rod with rubber disc plunger or buy a sink cup type plunger with wood/plastic handle and plung the trap opening with luck you will create pressure enought ot cleanr blockage. Some times a strong mix of caustic soda and boiling water works but wear gloves caustic burns wet skin.
