flow rate may be too high. slow it down at the tap and see if it heats better. 24kW boiler will provide around 9 litres of hot water per minute. if still not heating then get an engineer in to check burner pressures, thermistor readings, pump / circulation before someone tells you your plate heat exchanger is scaled up, but that is a possibility also.
