hi im not a expert the key card deactivates the steering lock from what ive read these get jammed or break ,jus check the ignition comes on without starting it do this by not pushing brake or clutch but still push button if it does its definately the steering lock mechanisim if it dont could be the card not working try a spare one which by the way the battery has nothing to do with chip inside the card the battery is to operate the buttons on it hope this kind of helps..
