In the middle of the balance wheel there is a small wheel called the stop motion, hold the balance wheel with your left hand and turn the stop motion wheel towards you to loosen it so the needle does not go up and down, if the needle still goes up and down once you have done that then the shaft in the middle of the balance wheel needs urgent oil such as WD40
