How can I fix my Roca Giralda toilet cistern?

Sometimes after flushing, the cistern doesn't always refill automatically. It's then neccessary to remove the cistern lid and give just a slight touch to the eye-shaped plunger. This then drops to allow the fresh water to enter from the bottom. I suspect the mechanism is sticking somewhere and may just need cleaning/lubricating. Can any one out there advise?

I suggest that the filler mechanism is against the wall of the cistern, which is why it is sticking. To move it you have to loosen the nut underneath the cistern and twist the filler back away from the wall. Then with one hand hold the filler mechanism inside the cistern re tighten the filler nut
