technika lcd 32-207 blue light bar at the front flashes but not turning on.Remote dosn't work either. Ive tried the main buttons down the side but they do not do anything.

send an out of date warrenty form tom tescos i got £120 pound back its not alot but the tv can be fixed if you know any one to fix it all it needs is a new chip its worth useing the £120 to fix it

This model TV is known for having problems with power supply
failure.
The only way to know for sure is to have the TV tested by someone with the needed TV test equipment needed to find the components that are no longer within specs.
Normally this repair will be in the $250 to $350 range. A small shop will normally provide better pricing than a large repair facility.
