ford transit turbo noise half throttle from ?next to manifold,whats? ?

Ford Transit 03 strange noise coming from 'device' from turbo outpipe. part of air filter element got sucked into turbo & is now making RASPING sounds around the midthrottle mark,need to know what this 'device' is please.

Tiniest but of junk will wreck the turbo vane, once out of balance it will run th bearings then you hav ctastrophic oil loss and wreck the cat. Get the turbo repaired before the bill gets even higher.
