IM AFRAID YOU WOULD HAVE TO TRAKE IT TO A SHOP AND THEY SHOULD SORT IT OUT BUT IT COULD BE THAT IT IS BLOCKED OR IT HAS BEEN STOLEN OR SOMMAT LIKE THAT!
