How do you stop phone from sending incoming calls directly to voicemail?

My prejudice says that Voicemail is a function of the Service Provider - you tell the service provider how you would like incoming calls handled - voicemail is saved on the service provider's computer - not on your phone. You should be able to turn the voicemail feature on and off using your phone.
