A periodic test is used for existing electrical installations.
It is there to add observations, recommendations and actions concerning safety, as well as testing the installation. It can be called for on numerous occasions, a few examples are:

If the original installation has been damaged due to fire or other damaging influences.

Whenever the building use changes (i.e. commercial to domestic etc).

Change of ownership of a domestic premises (this is often requested by mortgage providers.

If there have been alterations or addition.s to the existing installation.

If the recommended inspection and test interval has been reached (i.e. every 10 years for a domestic dwelling).

If requested by a occupier or companies Insurance Broker.

It would be prudent to carry out a periodic test as the property is changing 'ownership' in that you are having new tenants in the property.

It sounds like what you need is a Periodic Inspection Report, which isn't strictly a legal requirement although it can help show compliance.
It is a check of the electrical installation including wiring, connections, protective devices, earthing and bonding, but it doesn't include portable appliances, which may need to be checked separately.
