Usually due to failure of one or more electrolytic capacitors in the field output circuit and likely that the frame output IC has failed too.

You will require an engineer as it's not a DIY job.
'Frame collapse' is a very common TV fault symptom and generally a straight forward & therefore not too expensive a repair.

Ask for an estimate but you can probably expect within £40-80.
