wc constantly flushing?

wc flushes but water still enters bowel after intial pull

if water enters the pan soon as cistern starts to fill then the seals failed or not shutting fully when flushed.

if it only enters pan when cistern full then its the overflow

It's not flushing it's overflowing - the overflow on modern cisterns is into the pan.

You will need to adjust the water inlet valve to set the water level a bit lower. Take lid off & turn small nylon screw inwards - do up locking nut.
