Hover Otima 7.5kg washing machine won't spin(model HNF 6127-80)?

All pumps, filters, inlet and outlet pipes are working and free of blockages.Water will only enter for a rince cycle and no other cycle so i can't do a maintenance rince at all. The drum will turn slowly for any of the cycles but will not kick into spin ao any speed. Any other ideas??
