I just bought a used Hoover carpet cleaner which is so cheap because of brush not rotating problem. I found the turbine was seized due to a sealed bearing inside was rusted. I put some oil into it and freed it. There is no other steel parts. All the gears are made of plastic. After that the unit runs and works great.

I bought a Bissel ProHeatx2 from Home Depot because I was tired of putting my hoover in for service because of the stupid brushes. I'd spent more in repairs over the past 4 years than the machine was worth.

I did like how the hoover did the tile floors and the bissel doesn't have that ability. I was looking for a quickfix on the brushes figuring it was just "overuse" [maybe 3x a year on carpets and every couple of weeks on tile] so I could just use it on tile. I guess I will invest in a bissel product that does tile. I will never buy another hoover product since this seems to be a never ending cycle of $150 for repairs when I got a new Bissel that works 10x better than the hoover ever did for $200!

I, along with many others, have this same problem. The problem is most likely the turbine located inside the machine. Hoover seems to know this is an issue, but sofar refuse to repeair it. It is caused by normal everyday moisture getting inside the turbine, causing it to rust, and ultimately sieze up. Some websites will allow you to purchase a new turbine, and they are fairly easy to replace.
