Smith Enfield Clock Fully Wound But Not Working?

We inherited a Smith Enfield clock that wasn't working. On finally locating the key we found that each of the 3 winding points were fully wound. When moving the lever to the "chime" position the clock chimes perfectly but I cannot get the clock to run.
Any suggestions?

clock only runs chimes for 3days on a full wind, it's a westminster clock, the time side runs longer.

Maybe out of oil or some wear on it or maybe pendulum doesnt swing.
