toilet cistern?

Our newly fitted toilet now has decided not to fill the cistern but instead runs water straight into toilet bowl. How do I fix this please? please do not suggest contacting my builder! he has done a runner with my monies and a half finished job........

the flush valve is not closing fully so when cistern fills it go's straight into pan.

fancy letting the builder do your plumbing.
