How to fit spinner belt to Hoover twin tub T5054?

The twin tub is a Hoover T5054 and I wish to fit a new spinner belt. Do I have to remove the large rubber mount at bottom or ? It is the old style of twin tub from 70's/80's

Yes you have to get it past the pulley & pulley is mounted to the rubber shoch absorber.
