no`s 1&2 buttons?

I have a problem with the 1st and 2nd buttons on my 4500 rds e`on i cannot enter the first 2 numbers using nos 1 and 2 to enter the code in to the radio.
has anyone encountered a similar problem..... is it a common fault can any one help ?
