I broke both reset buttons on my HTC Touch cell phone out of sheer frustration. I opened the phone and when I touch certain points with my metal tweezer either the blue light or orange light or green light switches on so there is still power going through the phone. How wlse can the phone be turned on?

First off, you should not touch any electronic equipment with a metal tool when it's powered ! It is very hard to say now what damage took place. The phone must be inspected by a qualified tech before you go any further. www.nabilselectronics.com
