How can I fix my treadmill that is stuck on incline?

I have a Pro-Form XP550e treadmill. It is on the highest incline and is stuck there. It makes this whirring sound as if it's trying to incline even more, and nothing else works. I've pressed everything on the control panel and nothing happens.
