how do I adjust my swing out/open doule glazed window ?

I have a window that has three positions on the handle closed tilt back and fully open. The handle is stiff when I try to operate it to tilt or close but it justs works but the position for fully open is impossible to operate can anybody tell me the adjustments to make.
