brand new system installed but the toilet keeps over flowing into the pan and runs non stop. tried turning the adjustment screw inside but nothing happens.

Possible not a ball cock type. Remove lid and watch what happens after flushing. Water level should lift a float (poss polystrene block in a sleeve). There is an adjustment at the water inlet valve. Lift the plunger by hand and see where the top section joins the valve. At that point is an adjustable screw.

remove the top of the cistern and try bending the arm that the ballcock is on it needs to be bent down slightly towards the water inside the cistern
