my bissell proheat stopped dispensing cleaner and water....how do i fix this?

If it still sucks water but not dispense no water at all it's more than likely your water pump. I had this problem once before. Water pump was my first part to go out. It was about $35 I think for the part. If you purchase a new one make sure it has a metal gear at the end and not a plastic. This is important because the belt goes on it and gets hot while it is spinning. If you want it to last. Make sure it it metal. As my original had a plastic one and it melted. When I bought a new one I got one with a metal gear at the end. You can also try flushing your lines. If you go to the steam cleaner section or put bissel in the site search there is a good page or more of people with the same problems. I'm not sure if you saw this. Make sure you take note as too how your housing fits on and hoses go. or you will have a hard time getting your housing to fit back together properly. The soap plunger is a small round long, black, thing that connects to the top of the housing under the soap dial. It must be connected first or you may have a problem getting it to fit right. It kinda twists up in there. It's hard to explain, but if correct you'll feel it slide into place. This doens't leave much room once connected to get your hands up in there, so make sure the hoses and things are connected correctly first. If the housing is even a tiny bit off the correct position, the housing screws will bust through the housing and a new housing was about $36 dollars too. I did this the first time I took it apart. Then I had a repair tech explain to me the correct way. If you have problems post it and I would be happy to give you my husbands or my e-mail address to help you further. Maybe e-mail you pictures or video of the part in place or something with the housing off. I truly don't believe in having to pay an expensive repair shop when the problem is easy enough to fix at home. Good luck.
