why won't my Westminster chime clock strike the hour?

My westminster chiming 1940's mantle clock is in excellent condition and has a perfect chime on the quarter,half and 3/4 but won't chime the hour(s)

There is no maker's name

is the spring wound up, if key turns with no resistance the spring is more than likely broke .
