Westminster chiming clock chiming out of sequence?

hello, I have just acquired a Bee Ess Westminster chiming clock from 1936. Today it chimed in full at 6.00pm - perfect. However for the next three hours on the hour it chimed the first quarter, next hour the second and next hour the third, not the hours. So all the chimes work just not in the correct order. How do I correct this. Thanks and regards

try winding the 3 clock springs up, if the one by the 9 does not tension the spring could have broke, I have heard them go on different clocks usually happens as the drum is run down
if lucky may be dry bearings, lack of oil,a service needed
