Mine did not spin when LD/CD was loaded. It makes sounds of trying to do something.
I opened the hood and unscrew a bit on each of 4 screws holding down the spinning part LD/CD were pushed against by the motor coming from under LD/CD.
Just unscrew to have a gap of thickness of 4 printing paper was enough for me.
At lease, LD/CD now spins and counter shows it is playing but no sounds/video yet. I have to figure out what to do next.
I also cleaned the old grease where the spinning metal ball touching against plastic piece. And applied White Lithium grease (Permatex Product# 31845) which supposed to be safe to use metal to metal/plastic.
