I thought it might be dust and tried blowing air through the key pad area to get dust out. Doesn't seem any better. Have to push hard on the key and it might not respond or it might respond twice.

This is usually caused by wear or liquid contamination in the keyboard membrane which is located at the bottom of the keyboard and looks a little like this:
