How do I open a Kenmore Whispertone Upright vacuum to change the belt?

before you try and get the bottom piece off you need to remove two screws on top (under the top casing). The top casing should pop off and the screws are hidden underneath. The top casing is where the light is housed also...

You have to take off the bottom plate, located underneath the base (surface that faces the floor). There are two latches, if memory serves, that have to be slid outward in order to unlock the access plate. Then you will be able to get to the belt and brush roller.
