Several points: 1 Check the manhole it feeds in to if clear then yes it's the toilet. Use a sink plunger I cleared mine with one.
1 If the manhole is full then drain rods.
2 iF the next manhole is clear go back to 2.
3. Check your not on shared drains as is may not be yours that's causing the blockage.
Hire or buy set of drain rods. One tip always turn them clockwise in the manhole. Turning anti-clockwise will undo them. Tape joint with duck tape to help prevent loss of rods up the drain.
You could try the following if blockage IS in the toilet [messy] bale it out, then pour a strong mix of caustic soda/soda crystals in boiling water in to the toilet pan that sometimes shifts it, I've done that in toilet and the manhole.
Check house policy/ building insurance you may be covered for drain blockage. If renting then get the landlord to see to it that's what you pay rent for.
